How often did Immigrants traveling to the U.S get mistaken last names?

my family has a last name of a small German villiage, and it's a really long name, so my theory is that when our German speaking ancestors were asked their last name, they mistakenly thought they were asking what villiage they were from, and they were given that as their last name instead. Is it true that this happened a lot back then?
